The e-learning platform provides a structured learning environment covering the key principles, methodologies and practical aspects of sustainable urban mobility planning. The courses available on the platform address the entire SUMP cycle, including mobility diagnostics, stakeholder engagement, scenario development, measure selection, action planning, monitoring and evaluation. In addition, the platform offers guidance on the identification and implementation of sustainable mobility measures, assessment of their expected impacts, and selection of Key Performance Indicators (KPIs) to support evidence-based monitoring of SUMP implementation.

The platform represents a critical instrument for ensuring the long-term sustainability of project outcomes. While the preparation of the five SUMPs has created valuable knowledge and experience within the pilot municipalities, the e-learning platform enables this knowledge to be disseminated nationally and continuously updated. It provides municipalities with permanent access to training materials, methodological guidance, practical examples and good practices from North Macedonia and Europe, thereby supporting both current and future SUMP initiatives.

The course begins by explaining the distinction between mobility and accessibility, one of the fundamental concepts of the SUMP methodology. While traditional transport planning often focuses on movement, capacity and speed, SUMP places greater emphasis on accessibility — ensuring that people can reach jobs, education, healthcare, services and social opportunities regardless of their physical abilities, income level, age or location. Participants will learn why accessibility outcomes are increasingly recognised as the primary measure of success in sustainablemobility planning. 

The module highlights the importance of identifying groups that may be excluded from transport systems, including people with reducedmobility, older persons, children, women, low-income households, migrants, people with hidden disabilities and residents of peripheral areas. Participants are introduced to different types of barriers, including physical, economic, systemic and experiential barriers, and learn how thesebarriers affect access to mobility services and opportunities. 

A significant component of the course focuses on road safety as an essential element of inclusion. The training presents the Safe Systemapproach, which recognises that human errors are inevitable and seeks to prevent them from resulting in serious injury or death. Particularattention is given to vulnerable road users and the role of infrastructure design, traffic calming, accessibility improvements and safety audits in reducing risks and supporting sustainable travel behaviour. The course also provides practical guidance on collecting and analysing data relatedto safety, accessibility and social inclusion. Participants learn how to combine technical evidence—such as crash data, accessibility audits, service coverage and affordability indicators—with lived experiences gathered through stakeholder engagement, surveys and participatoryplanning activities. This approach helps reveal barriers and inequalities that may remain hidden in conventional datasets. 

A dedicated section introduces Social Impact Assessment (SIA) as a tool for evaluating how mobility policies, projects and measures affectdifferent population groups. Participants explore how SIA can be integrated throughout the SUMP cycle, from preparation and strategydevelopment to measure planning, implementation and monitoring. The course demonstrates how social impacts, accessibility outcomes andsafety considerations can be systematically incorporated into decision-making processes.

The course supports municipalities in designing coordinated mobility strategies that encourage a shift from private car use towards moresustainable transport modes. It provides practical guidance on public transport planning, parking demand management, Park & Rideimplementation and multimodal integration, while highlighting their role in achieving SUMP objectives related to accessibility, inclusion, climateaction, urban liveability and efficient use of public space.

The training explains why public transport should be viewed not merely as a transport service, but as a strategic instrument for influencing travel behaviour and supporting sustainable urban development.

A key component of the module focuses on the characteristics of attractive public transport systems. Participants explore factors such as reliability, service frequency, travel speed, affordability, accessibility, passenger information and ease of use. The course demonstrates how these attributes influence mode choice and contribute to increasing public transport ridership.

The training further examines parking management as one of the most effective demand management tools available to municipalities. Participants learn how parking supply, location, pricing and duration regulations can influence travel behaviour and support broader mobility objectives. The course highlights how parking policies can reduce congestion, optimise the use of public space and generate resources that can be reinvested into sustainable mobility measures.

A central theme of the course is the relationship between public transport and parking management. Through the Push-Pull-Bridge concept, participants learn how attractive public transport services (Pull), parking demand management measures (Push) and Park & Ride facilities (Bridge) can work together to support sustainable mode shift. The module demonstrates why isolated interventions often produce limited results, while integrated packages create stronger and more durable behavioural change. The course also provides practical guidance on planning and implementing Park & Ride systems. Participants are introduced to key design principles, location criteria, operational requirements and integration mechanisms. The module explains how Park & Ride facilities should support public transport systems by intercepting car trips before they reach congested urban centres and reducing pressure on central parking facilities.

Multimodal integration is another important focus area. Participants explore how spatial, institutional, operational and digital integration can improve connectivity between transport modes. Topics include multimodal hubs, integrated ticketing systems, passenger information services, bicycle and public transport integration, and coordinated planning among transport authorities and stakeholders.
